The residual waste treatment contract with the Royal Borough of Windsor & Maidenhead (RBWM), was developed over a period of 2 ½ years.  Judith Harper, as Project Director, led the Business Development team from Covanta Energy Ltd, to produce a winning bid, from soft market testing through four stages covering PQQ, Outline bid (ISOS), detailed bid (ISDS) and final bid (CFT) in which the designs and solution details were progressively refined.  She worked with the legal team to achieve contract close then managed the contract set-up and implementation.

The aim was to divert some 30,000 tonnes per annum of residual waste from landfill and to recover energy via anaerobic digestion and energy from waste in order to achieve the Council’s vision for 2020.


Judith Harper not only managed the preparation and presentation of a professional bid, but also wrote substantial elements of the documentation covering technical detail, method statements and planning.

It included establishing a new project company of which she was a Director, and involved the start-up of an anaerobic digestion plant for the food waste element, green waste composting and the disposal of the residual waste through a subcontracted arrangement with Agrivert, and a landfill subcontract.
