Judith Harper – WARP Director

A highly motivated and focused independent Project Manager specialising in waste, resources and environmental management, with the ability to work independently and also experienced at bringing people together as a team to deliver to tight deadlines.

Judith established her venture, Waste and Resources Projects (WARP) in 2013, through which she provides project management to organisations with a resources gap where a permanent or long term solution is not available, and can ‘hit the ground running’ due to knowledge & experience of the industry accumulated during 30+ years in the public and private sectors and consultancy.

She can bring solutions to your business based on wide cross-sectoral knowledge of waste, recycling, renewable energies, resource efficiency and sustainability.

Experience includes construction management, procurement and delivery of major complex PFI/PPP contracts; working with JVs/partnerships and industry leaders on business development, acquisitions and bids; on the public sector side she has contributed to central government policy & strategy and driven change to local authority models with innovative solutions.

Judith has worked in project management since 1998; key projects were Rookery South DCO and associated procurements; Windsor & Maidenhead contract, Wrexham waste management contract and the Hereford & Worcester integrated waste management contract, designated a ‘pathfinder’ project, for which she undertook the initiation, development and implementation.

Judith Harper was formerly Project Director at Covanta Energy Limited, a major UK based energy-from-waste contractor, with responsibility for business development in the UK, particularly PFI/PPP procurements. She led the preparation and submission of contract bids, and business development and  worked  on  project  solutions  with clients and JV partners through to financial close and project delivery.

Prior to that Judith developed her career though a range of appointments in local authority, central government (DETR -now DEFRA), environmental consultancy and major private sector contractors.

Judith has a B.Sc (Hons) degree in Geology and an MBA from the Open University Business School. She is a Chartered geologist (C.Geol), and a Chartered Waste Manager.

Judith is a Fellow of the Chartered Institution of Wastes Management (FCIWM) and is an elected representative on the regional councils and a Trustee of the Institution. She is the representative on ISWA international Working Group on Energy Recovery. and was formerly chair of the Communication Committee.

She is also a qualified auditor for ISO 9001 and is currently studying for a project management qualification (PMP).
